The P0028 code is set when the engine control module/powertrain control module (ECM)/(PCM) detects that the intake valve on an engine’s variable valve lift (VVL) isn’t operating as commanded. The intake valve is operated by a solenoid that’s controlled by the engine’s circuitry. The solenoid can’t control the timing of the intake valve if there is a short or open circuit.
